The certification mark, as used by authorized plants, certifies that the organization has the managerial and administrative capability to achieve and sustain performance in manufacturing concrete products consistent with certain standards for quality set by the certifier. The owner is exercising legitimate control over the use of the mark in commerce. The mark owner is not engaged in the production or marketing of the services to which the mark is applied, except to advertise or promote recognition of the certification program or of the services that meet the certification standards of the mark owner.
