Smoker's accessories, namely, lighters, grinders, rolling papers, rolling trays, electronic cigarette batteries, electronic cigarette lanyards, and oral vaporizers for smoking purposes, none of the foregoing primarily designed or intended for use with cannabis with a delta-9 tetrahydrocannabinol (THC) concentration of more than 0.3 percent on a dry weight basis.
