hookahs; hookah parts, namely, hookah stems, hookah bases, hookah tongs, hookah plates, hookah bowls, hookah hoses, hookah cases, and hookah grommets; tobacco water pipes; ashtrays; smokers' rolling trays; oral vaporizers for smoking purposes sold empty; electric cigarettes sold empty; all of the aforementioned solely intended for use with tobacco or hemp with a delta-9 tetrahydrocannabinol (thc) concentration of not more than 0.3 percent on a dry weight basis; pre-packaged dried hemp flower cigarettes for smoking made solely from hemp with a delta-9 tetrahydrocannabinol (thc) concentration of not more than 0.3 percent on a dry weight basis
