The mark consists of a circular design containing two large stylized fishing hooks in gray with white highlights which are crossed and facing right and left respectively and outlined in black and white, superimposed over a depiction of a portion of the American flag comprised of white and red horizontal bands and white stars on a blue background, outlined in white then black with white highlights, an outer white then blue then white border ring, and the outermost border ring being a yellow rope design with blue outlining.
