The mark consists of concentric circles with the outer circle comprising 12 geometric shapes consisting of three rectangles each decreasing in size outward from the circle, bisected at the top by a line or channel into the center of the circle. The center of the circle consists of a stylized plus symbol or Greek cross formed by a geometric curve in the shape of a reversed "L" comprising the upper-left one-half of the design, which is bisected by sun rays and a portion of a rising sun image. The lower-right one-half of the center design comprises two rectangles with curved borders, and one box with curved borders, divided by two lines.
