The mark consists of two green palm branches arranged in a circle, with the ends crossed at the bottom of the circle. The leaves of the palm branch to the left are solid green with darker variations in shade of green appearing towards the top of the spine and on lower leaves. The center spine of the branch is white and outlined in green. The leaves of the palm branch to the right are white and outlined in green, and the center spine of the branch is green. Where the ends of the branches intersect is a black torch handle that has vertical white lines extending downward from the top. Rising above the handle are three horizontal black lines, above which is a red flame. Along the top of the circle is a rippling flag with three horizontal stripes of green, gold, and red that vary slightly in shade of color to reflect shadows from the ripples. At the bottom of the flag, the flag appears black where the reverse of the flag ripples forward. Radiating downwards from the flag within the circle created by the palm branches are angled yellow lines, intended to appear as sunrays, that darken in yellow in intervals the length of the lines. The remaining white appearing in the mark represents background and is not claimed as a feature of the mark.
