A larger blue ring containing thirteen gold five-pointed stars encircles the wheel design. The blue ring encircling the wheel design also has a thin gold outline. Behind the shield are two crossed sabers. The saber with the hilt on the left is grey, gold and yellow with a thin black outline, while the saber with the hilt on the right is grey, gold, yellow and black with the saber blade having a thin black outline. A banner of red and gold containing the gold wording "MCIEAST" appears beneath the shield design and is partially draped over the lower portions of the crossed sabers.
