Social services, namely, providing trained volunteers and professional staff to minors placed in correctional facilities and ex-offenders and their families, to offer friendship and support during the incarceration and in the transition from secure facilities into the community; social services in the nature of providing personal support services for families, namely, providing preventative and post-placement social services in the nature of emotional counseling and emotional support for dependent and delinquent youth and their families, in their homes, schools, and community settings; providing emotional counseling and emotional support services for troubled and at-risk youth and their families; foster care services; adoption agency services; counseling in the field of developing, strengthening and sustaining well-balanced families and family relationships, providing emotional counseling to gang members and former gang members
