The mark consists of a circular design comprised of two concentric rings. The inner ring is comprised of four equally divided parts distinguished by their coloring which is various shades of blue: the left and right quarters are light blue and dark blue, respectively, with the upper and lower quarters being blue. The center of the blue ring is white. The blue ring is outlined with a thin white outline. A thicker largely white ring circumscribes the inner blue ring and the right quarter of this outer ring which abuts the dark blue quarter of the inner ring is gray. The entirety of the outer circle is thinly outlined half in gray and half in dark gray.
