The mark consists of a blue "C" and "N", of the same font are in the center of a circle with red, diagonal stripes in the background of that circle. This circle is surrounded by another circle with a blue background that contains ten stars, five equidistant in the northern half and five equidistant in the southern half. The outer blue circle is surrounded by small, continuous black points that resemble a stamp/notary embossing. These points have a small yellow/gold outer lining throughout. On each side of the points are yellow/gold eagle wings. On the bottom of the outer blue circle are two stems with nine leaves on each. The stems begin at the bottom and extend equidistant in each direction until touching the southernmost tip of the eagle wings.
