The certification mark, as intended to be used by authorized persons, is intended to certify that: (a) all milk or other diary products used by authorized persons to manufacture the certified process cheese is (i) cow's milk that is produced entirely within the State of California, and/or (ii) cheese, cream or other dairy products that are manufactured using only cow's milk that is produced entirely within the State of California; (b) the plant or facility at which the certified process cheese is manufactured or processed is located in California and is (i) licensed as a milk products plant by the Secretary of the California Department of Food and Agriculture, or (ii) approved by the United States Department of Agriculture (USDA) or is in the process of obtaining such approval; and (C) the certified process cheese complies with all standards for process cheese established pursuant to 21 U.S.C. & 341, CAl. Food & Agricultural Code 32501 et seq., and regulations promulgated under those statutes.
