broad range of alcoholic beverages (except beers); namely, wines (still and sparkling), alcoholic bitters, aperitifs (with a distilled alcoholic base and with a wine base), brandy, calvados, cider, cognac, cordials, liqueurs, rum, sherry, vodka, kirsch, gin, whiskey, fortified wines, sangria, schnapps, and prepared alcoholic cocktails, but insofar as whiskey *and alcoholic beverages based on or containing whiskey* are concerned, only Scotch whiskey, and alcoholic beverages based on or containing scotch whiskey being beverages wholly produced in Scotland
